The employee's entitlements depend on whether the employee is taking paid or unpaid leave.
If the employee is taking paid leave, then the employee must be paid for the public holiday. Examples of paid leave include annual leave and sick leave.
The public holiday should not come out of the annual leave balance.
Whereas, if the employee is taking unpaid leave, then there is no entitlement to payment for the public holiday.
